
The Concord Eastridge (CEI) Team has envisioned a unique solution to replace HRT’s current Bus Maintenance Facilities on 18th Street and Administration Building at 1500 Monticello Avenue. Both the new Bus Maintenance Facilities and Administration Building will be located on HRT’s current 18th Street site which occupies about 9.7 acres. The development plan created by the CEI Team would enable HRT to remain in its current 18th Street location which is optimally situated to serve commuters in the Hampton Roads region. This plan facilitates HRT’s desire to consolidate its operations and administration components on the same site.
All bus parking, washing, fueling, repair and maintenance, storage, and fare retrieval functions will be located on the ground level. Dispatch, human resources, training and conference space, and an employees’ lounge will be located on the 2nd floor above the repair bays. A parking deck for staff and employees will physically connect the operations and administrative functions and will also serve as shelter for the bus parking area. This configuration maximizes operational efficiencies for a fleet of 250 buses (HRT’s current fleet size is 185 buses) within a challenging site. An approximately 40,000-GSF, 3-story Administration Building will be architecturally harmonious with the bus maintenance facilities and feature a green roof. The Administration Building will incorporate an inviting presence at street level to enhance its ties to the public realm. The new facilities will create a conducive working environment for HRT’s employees while enhancing the urban fabric with improved streetscape including public art and generous sidewalks landscaped with native, drought-tolerant plants.
HRT and the CEI Team are committed to the principles of sustainable design and have incorporated planning strategies to capture renewable resources and minimize energy consumption for ongoing operational requirements. The project will be designed and constructed as a LEED-certified project. HRT vacated the 18th Street in late Summer 2009 and began to operate out of a temporary facility. Construction on the permanent facilities commenced in early Fall 2009 and is scheduled for completion in mid-2011.
