Across the country, government leaders are tasked with doing more with less, and are often turning to creative public/private partnerships to deliver facilities and achieve economic development objectives. Will Reed, Managing Director at Concord Eastridge, Inc., is an adjunct professor at the University of Maryland's Master of Real Estate Development (MRED) program and teaches a course in structuring these creative partnerships with cities, counties universities and school districts. Mr. Reed has worked on behalf of government entities to engage the private sector and develop creative public private partnerships that meet both public sector and private sector objectives. Mr. Reed indicates “Even in these tough economic conditions, public partners are still expected to deliver facilities, services and create jobs. A Public/Private Partnerships is one emerging tool to satisfy these objectives.” The three weekend course focuses on downtown redevelopment, Transit Oriented Development (TOD) and Higher-Education partnerships in a pedagogical approach. Mr. Reed reports that, "Teaching at the Colvin Institute in an executive weekend format has been exciting because of the quality of students, the opportunity to introduce advanced development concepts, and the number of types of public/private projects that serve as examples of this complex type of real estate finance." A major emphasis of the course is to educate students to the role that the public partner can play in catalytic real estate developments and understand the creativity required for these important partnerships. Mr. Reed structured the course around John Stainback’s book titled "Public/Provate Finance and Development" “Public/Private Finance and Development" (2001, John Wiley). Mr. Stainback was Mr. Reed’s business partner and mentor in structuring win-win partnerships, prior to joining Concord Eastridge earlier this year. “Government partners around the nation utilize this book as a desk reference for how to approach a complex development partnership. It was only natural to pass on the education acquired from Mr. Stainback and his extensive career” said Mr. Reed.
